This article analyses the extent to which changes in household composition over the life course affect the gender division of labour. It identifies and analyses cross-country disparities between France, Italy, Sweden and United States, using most recent data available from the Time Use National Surveys. We focus on gender differences in the allocation of time between market work, domestic work and leisure over the life-cycle. In order to map the life-cycle, we distinguish between nine key cross-country comparable life stages according to age and family structure such as exiting parental home, union formation, parenthood, and retiring from work. By using appropriate regression techniques (Tobit with selection, Tobit and OLS), we show large discrepancies in the gender division of labour at the different life stages. This gender gap exists in all countries at any stage of the life course, but is usually smaller at the two ends of the age distribution, and larger with parenthood. Beyond social norms, the impact of parenthood on time allocation varies across countries, being smaller in those where work-family balance policies are more effective and traditionally well-established. -- Time use ; gender ; life-cycle ; paid and unpaid work

Résumé Cet article analyse les liens potentiels entre l'approche des trajectoires de vie (life course) et l'optique des marchés transitionnels du travail (MTT). D'un point de vue empirique, sur la base de données sur les taux d'emploi et de matrices de transitions, il fait apparaître, d'une part, le rôle joué par l'âge et le genre dans les situations individuelles sur le marché du travail, d'autre part, l'hétérogénéité des modèles de cycle de vie en Europe. D'un point de vue théorique, il développe les fondements de l'approche en termes de trajectoires de vie et montre les points d'articulation avec les analyses réalisées dans le cadre des MTT. En premier lieu, l'approche des trajectoires permet de mieux saisir les déterminants des transitions et leur différenciation en fonction de l'âge et du genre. En second lieu, elle offre une conceptualisation du temps et des phénomènes d'irréversibilité qui aide à comprendre la « dépendance de sentier » (path dependency) tant au niveau individuel qu'institutionnel, tout en soulignant l'importance d'encourager la réversibilité des choix par le biais de réformes politiques globales.

This article analyses the drivers of and barriers to service employment growth and reviews available policy options. Commending development of the industry-service nexus, skills, and facilitation of female employment, the authors also suggest measures to support labour mobility and to enhance the tradability of services within the single European market, which may stir controversy among trade unionists.

In diesem Artikel konzentrieren wir uns auf die vergleichende Perspektive bei der Anwendung des Konzepts der Übergangsarbeitsmärkte auf Arbeitszeitregime in verschiedenen Ländern. Eingangs untersuchen wir Tendenzen bei der Regulierung und Verteilung der Normalarbeitszeit in ausgewählten Ländern seit Mitte der achtziger Jahre. Diese Analyse betont die besonderen Wege, mit denen der Staat und die Sozialpartner die Reregulierung der Arbeitszeit anstreben. Um diese Veränderungen zu interpretieren und zu erklären, beziehen wir uns auf frühere international vergleichende Forschung zu industriellen Beziehungen und Sozialpolitik. Indem wir den Schwerpunkt auf bestimmte Arbeitsmarkt- und Haushaltsstrukturen legen, veranschaulichen wir die Anreize und Hindernisse bei der Herstellung des Übergangs zwischen verschiedenen Beschäftigungsformen in einer Reihe von Ländern. Der Artikel endet mit einer kurzen Diskussion der Strategien, die die Arbeitsmarktübergänge und die Entwicklung von Übergangsarbeitsmärkten unter höchst verschiedenen institutionellen Rahmenbedingungen beeinflussen und setzt sich mit der Frage auseinander, wie sich diese auf die Umstrukturierung der Beschäftigung auswirken. ; In this article we set out to examine how the potential for transitional labour markets could be developed through the use of flexible working time practices in a range of European countries. First we examine the trends in the regulation and distribution of working time since the mid 1980s, and the role of the social partners in this process. We identify three distinct types which we label: negotiated flexibility, statist flexibility and externally constrained voluntarism. To interpret and explain these changes we draw on earlier cross-national comparative research from industrial relations and social policy. By focussing on particular labour market characteristics and household structures we illustrate the incentives and obstacles to making transitions between different employment statuses. The article concludes with a short discussion of the type of policies that influence labour market transitions and the potential for transitional labour markets.
